HR Operations & Payroll Lead
Job Purpose:
The Personnel, Payroll Operations & Costing Specialist ensures accurate, compliant, and timely management of employee records, payroll processing, and labor cost allocation across projects. The role bridges HR and Finance, providing transparent reporting and supporting cost control through precise payroll costing and data-driven insights.
Key Responsibilities:
Payroll Operations
Prepare and process monthly payroll for all employees, ensuring accuracy in salaries, allowances, deductions, and overtime.
Reconcile payroll with attendance and project timesheets.
Coordinate with Finance for disbursements, tax filings, and payroll payout process.
Ensure full compliance with Egyptian labor law.
Costing & Reporting
Prepare monthly labor cost reports per project, department, and cost center.
Support project managers and Finance in payroll forecasting and project budgeting.
Monitor overtime and project site allowances for fairness, accuracy, and budget adherence.
Develop dashboards to track manpower cost trends and support management decision-making.
Compliance & Audits
Support labor inspections, audits, and internal reviews.
Ensure adherence to internal controls and audit requirements for personnel and payroll.
Personnel Administration
Maintain and update employee records, contracts, renewals, and terminations in compliance with labor laws and company policies.
Manage social insurance, medical insurance, and related governmental submissions.
Ensure accurate and timely onboarding/offboarding documentation and employee files.
Qualifications & Experience
Bachelor’s degree in Accounting, Business Administration, or HR Management.
3–6 years of experience in personnel and payroll operations, preferably in construction or engineering consultancy.
Strong knowledge of Egyptian labor law, social insurance, and tax regulations.
Experience in project cost allocation or labor costing is highly preferred.
Excellent Excel and data analysis skills.
